Clone/Copy a list of rules, based on "reversed", as follows:

"reverse" = False: Create a copy of the Rule

"reverse" = True: Create a copy of the Rule, and reverse all directional attributes. That means the source and destination service groups are reversed, and the source and destination ports of all qualifiers are reversed (creating new qualifiers if necessary).
