get http://localhost:3001/rest/json/shapers
Shaper configuration is returned as: { interface1 : { max_bw: , enable:, traffic-class: { 1: {...}, 2:{...}, ..., 10:{...}}}, interface2:{...}. By default there is a single system wan shaper with name 'wan'.
