Create device-group

This API will create a device group with the specified scope name and description (optional).

Important: This API is supported only in Central On-Prem and standalone Central accounts. If your Central account has both Classic Central & Central (i.e. if you see the Classic Central toggle in the UI), this API is not supported & will not work.
