LOCAL - To create local objects. SHARED - To create shared objects. Default - Defaults to SHARED if not provided

List of RA-guard policies.
RA Guard policy will be created with packet inspection criteria and will be
applied to L2 port and also to any VLAN. Port Policy will have the high
precedence over the VLAN Policy if port belongs to VLAN.
RA/RR packets will be validated for inspection criteria if RA Guard is
enabled on VLAN and policy is applied on associated port.
