Delete existing LACP configuration at the system level

Link Aggregation Control Protocol (LACP) dynamically negotiates and
manages link aggregation groups (LAGs/Port Channels) per IEEE
802.3ad/802.1AX standards. LACP provides automatic failover, load
distribution across member links, and detection of misconfigured
aggregation. Configure system-level LACP priority, hashing algorithms,
and interface-specific parameters including active/passive modes,
heartbeat rates (fast/slow), and minimum active link thresholds. Use
this API to retrieve LACP system configuration.
