Read configured FLow Tracking profiles

Flow Tracking is a common infrastructure to manage the IP Flow table .
IP Flow table is used for session management of TCP/UDP/ICMP flows,
which helps to create application aware network.

LIBRARY - Returns shared objects in library. For LIBRARY, all other parameters listed below, except 'detailed' , will be ignored. LOCAL - Returns configurations for a scope and one or more device function based on parameters below.
