Delete the profile for telemetry

A telemetry profile defines the parameters for collecting and exporting device data, including
destination servers, data types, and reporting intervals. Each profile is identified by
its unique name. Use these APIs to create, modify, or delete an instance.

LOCAL - To delete local objects. SHARED - To delete shared objects. Default - Defaults to SHARED if not provided

Scope at which local object needs to be deleted. Mandatory if object-type = LOCAL. Should not be provided for object-type = SHARED.
