Enable BFD.

Sets or resets the minimum BFD echo packet reception interval.
The value 0 means that the host is not interested in receiving BFD echo packets.
The value itself is a request to the remote system that it might not be able to
honor (ex. we ask for echo packets faster than it can send them). In this scenario,
the remote system is expected to use its fastest/slowest setting (depending on
what we asked) and the session might flap.
