Imports service groups in bulk from a CSV file. The CSV must have 9 columns: groupName, protocol, includedPorts, excludedPorts, includedGroups, excludedGroups, icmpTypes, icmpCodes, and comment. The first row is treated as a header and skipped. Multiple rows with the same group name are merged into a single service group with multiple rules. Existing groups with matching names are updated.
