Get Orchestrator server metrics (memory, heap, appliance count) in time range

Retrieves Orchestrator server metrics including OS memory, JVM heap memory, and managed appliance count within a specified time range. Metrics are collected periodically and stored for historical analysis. Use this for capacity planning, troubleshooting, and monitoring server health.

Start of the time range as Unix epoch timestamp in seconds. Must be >= 0 and less than endTime. Internally converted to milliseconds for database queries.
