Retrieves the IKE-less IPSec UDP key material (seed) status for a specific appliance. Returns whether the appliance has the current active and new (pending) seeds, along with push/activation timestamps. Use fromCache=true for quick status checks; use fromCache=false to query the appliance directly for real-time status. Returns empty object {} if appliance is not eligible for IKE-less seeds. Requires READ or READ_WRITE permission.
