Add instance to existing AWS Cloud Hub deployment

Adds a new EdgeConnect Cloud Hub instance to an existing AWS deployment. The deployment must not be in DEPLOYING or DESTROYING state. The new instance will be assigned subnets and queued for Terraform deployment.
