Set Azure VWAN interface label order configuration

Configures the priority order of WAN interface labels for Azure Virtual WAN VPN Site creation. The first array specifies primary interfaces in priority order; appliances matching the first available interface will use it for VPN Site creation. Currently only primary interfaces are supported (second array should be empty). Upon saving, all appliances are queued for orchestration.

Two-dimensional array: [primaryInterfaceLabels, backupInterfaceLabels]. Backup interfaces (index 1) are not currently supported.

Index 0: primary interface label IDs. Index 1: backup interface label IDs (reserved, pass empty array).
