Create or modify user-defined port/protocol application classification

Creates or modifies a user-defined application classification based on port and protocol. Use protocol=6 for TCP applications, protocol=17 for UDP applications, and port=0 for IP Protocol applications. The port and protocol values in query parameters must match the values in the request body. This operation also updates the merged data and hash code.
