Retrieves all user-configured Zscaler ZEN (Zscaler Enforcement Node) remote endpoint IP override configurations. Returns a nested map structure where the outer key is the appliance ID (nePk) and the inner key is the WAN interface label ID. Each entry contains primary (ip1) and secondary (ip2) override IP addresses for Zscaler tunnel connections. Requires READ or READ_WRITE permission.
