This endpoint supports two operations: (1) Create/update application groups by providing a JSON body with group definitions, (2) Switch between 'old' (legacy) and 'new' (cloud-based) application group modes using the mode query parameter. When creating groups, first use GET to retrieve existing groups, then include all groups in the POST request.
