Create or modify user-defined SaaS cloud application definition

Creates or modifies a user-defined SaaS (Software as a Service) cloud application definition. Set saasId to -1 in both query parameter and request body to create a new application. User-defined applications must have ID >= 25000. Silver Peak predefined SaaS applications (ID < 25000) cannot be modified. After successful creation/update, the merged data and hashcode are automatically updated for synchronization with appliances.
