Set primary and backup interface labels for a Service Provider.

Configures the primary and backup WAN interface label IDs for a service provider. The first array contains primary interface labels used for building primary pass-through tunnels to third-party services. The second array contains backup interface labels. All appliances associated with the service provider will be added to the pending orchestration list.
