Save or update HA groups configuration

Creates or updates the complete High Availability (HA) groups configuration. This is a replace operation - the entire HA groups configuration will be overwritten with the provided data. Each HA group pairs two appliances for redundancy and failover. Validation rules: (1) Each group requires exactly 2 appliances, (2) Each appliance must have valid haSyncInfo, (3) An appliance cannot appear in multiple groups, (4) The subnet/mask must provide at least 32 subnets for HA interfaces. Both appliances must be in inline-router mode. Actions are logged to the system audit trail.
