Get user accounts and active sessions for an appliance

Retrieves all user account details and active sessions for a specified appliance. Returns a map of users keyed by username and a map of sessions keyed by session number. Data can be fetched from cache or directly from the appliance.

Network Element Primary Key - unique appliance identifier assigned by Orchestrator. Format: '.NE' (e.g., '0.NE', '10.NE').

When 'true', retrieves data from Orchestrator cache. When 'false', fetches fresh data directly from the appliance and updates cache. Defaults to 'true' if not specified.
