Retrieve portal license summary for all accounts

http://127.0.0.1:8080/license/portal/summary/account

Fetches the license summary from Cloud Portal for both primary and secondary accounts. Returns licensing information including EdgeConnect (FX), CPX, SaaS, ECSP, metered, and cloud orchestrator license details.
