Create a new SSE connector IP address pool

Creates a new SSE connector pool configuration for managing IP address allocation. The pool defines a supernet from which connector loopback interface IPs are assigned. Validates that: (1) region ID is not already mapped to another pool, (2) IP supernet does not overlap with existing pools, (3) IP address format is valid IPv4 CIDR notation. Requires READ_WRITE permission.
