Get REST API request statistics by user and IP address within a time range

Retrieves REST API request statistics from the requestStats database table for a specified time period. Returns the top 25 request counts grouped by username and IP address. Useful for monitoring API usage patterns, identifying high-traffic users, and analyzing request distribution across clients.
