Delete denied appliances permanently

Permanently deletes one or more denied appliances from Orchestrator. Sends a decommission request to the cloud portal (skipped in Air-Gap mode) and removes the appliance records from the database. Supports both portal-registered appliances (via portalObjectId) and NX/VX model appliances (via UUID).
