Update EC appliance account and license settings

Updates EdgeConnect appliance portal account registration and license configuration. Supports grant/revoke operations and license setting changes. When account is provided, returns an action group ID for async polling; otherwise returns immediately.

Network Element Primary Key - unique appliance identifier assigned by Orchestrator. Format: '.NE' (e.g., '0.NE', '10.NE').

Request payload for updating EC appliance account and license. All properties are optional.
