Retrieve appliance password policy settings

Retrieves password policy configuration for a specified appliance, including password length, expiration, history, and user inactivity settings. Data can be retrieved from cache or fetched directly from the appliance.

Network Element Primary Key - unique appliance identifier assigned by Orchestrator. Format: '.NE' (e.g., '0.NE', '10.NE').

Controls data source. When true (default), retrieves from Orchestrator cache for faster response. When false, fetches fresh data from the appliance and updates the cache.
