Saves the list of appliances associated with Zscaler cloud security service. This operation fully replaces existing associations. Duplicate entries (by nePk) are automatically deduplicated. After saving, triggers orchestration progress update for all appliances in the system. The priority field determines processing order during Zscaler polling.
