Get DSCP aggregate statistics for single appliance or group

Retrieves aggregated DSCP statistics for a single appliance (via nePk) or appliance group (via groupPk). Returns traffic statistics grouped by DSCP value and traffic type. Response structure varies based on groupByNE parameter.
