Update HPE SSE appliance associations

Creates or updates the list of appliances associated with HPE SSE (Axis) third-party tunnel integration. Duplicate appliance entries are automatically merged, retaining the higher priority value. Triggers orchestration progress indicator for all appliances after successful update.
