Validate hub configurations against AAS license limits

Pre-validates proposed hub-to-region configurations against the AAS license limit for logical hubs per region. Hubs with the same site name within a region count as a single logical hub. Hubs without site names count individually. The Default region (regionId=0) has no limit enforcement. Network roles 1 (HUB) and 3 (NRHUB) are counted as hubs.

Map of appliance identifiers to proposed hub configurations. Keys can be nePk or discoveredId. Missing fields inherit current appliance configuration.

Map of appliance identifiers (nePk or discoveredId) to their proposed hub region configurations. Used to validate hub assignments against the AAS license limit for logical hubs per region before applying changes.
