Configure WAN interface labels for AWS TGNM VPN orchestration.

Configures the WAN interface label order for AWS Transit Gateway Network Manager VPN connection orchestration. The primary interfaces define which WAN labels are used for creating VPN tunnels. Note: AWS TGNM only supports primary interfaces; backup interfaces must remain empty or a validation error will occur.
