Returns all Zscaler location configurations including gateway options and bandwidth control settings. The response validates configurations against current appliances, groups, regions, WAN labels, and firewall zones, flagging invalid rules where referenced entities no longer exist. Bandwidth values are returned in Kbps (converted from internal Mbps storage). Time values are converted based on their displayTimeUnit (MINUTE, HOUR, or DAY).
