Save Netskope tunnel settings for WAN interface labels

Updates the IPSec/GRE tunnel configuration settings for WAN interface labels used in Netskope integration. Each interface label can have unique IKE and IPSec parameters. The operation logs the action to the system action log with the current user and triggers orchestration progress updates for all appliances. Supported tunnel modes include 'ipsec', 'ipsec_ip', and 'gre'.

Map of WAN interface label IDs to their tunnel settings. Each label ID key maps to a ThirdPartyTunnelSetting object containing IKE and IPSec configuration parameters. The configuration is stored in the GMS config database and triggers orchestration for all associated appliances.
