Checks if the primary orchestrator instance is reachable via HTTPS. When called from a backup instance, performs an HTTP ping to the primary on port 443. When called from the primary itself, always returns reachable. Only available when orchestrator is in HA mode (HA_PRIMARY or HA_BACKUP).
