Retrieves the poll handle (pmpKey) for any currently running packet capture operation initiated via /tcpdump/run. The poll handle can be used with ActionManager APIs to track capture progress. Returns empty string when no capture is in progress. This endpoint queries an in-memory static reference and always succeeds.
