Update statistics collection configuration

Updates which statistics types are collected by the Orchestrator. Changes are persisted to the database and logged to the system action log for audit tracking. Only saves if configuration differs from current settings (optimistic locking).

JSON object with boolean flags to enable/disable collection for each statistics type. All properties are optional; unspecified properties default to true.

Configuration object controlling which statistics types are collected by the Orchestrator.
