Initialize Appliances for EdgeHA Cluster

Initializes a pair of appliances for Edge High Availability (EdgeHA) clustering. Validates that appliances are compatible, belong to the same HA group, and assigns them to the default EdgeHA cluster profile. If appliances don't have a site name, one is auto-generated.

Array of exactly 2 appliance IDs (nePks) to initialize for EdgeHA clustering. Both appliances must belong to the same HA group.

Array of exactly 2 appliance identifiers (nePks) for EdgeHA cluster initialization. Both appliances must belong to the same HA group and have compatible software versions.
