Permanently removes a user-created cipher profile from the Orchestrator. Built-in profiles (Default, FIPS, CSfC) cannot be deleted. Requires READ_WRITE role.

Deletion Rules:

• Profile must exist with the specified ID
• Profile must be editable (user-created, not built-in)
• Profile must not be currently active

Before Deleting:

• Ensure another profile is active if needed
• Use GET /security/cipherProfile to verify profile details
• Use POST /activate to switch active profiles if necessary
