Update Netskope IP SLA orchestration settings

Updates or creates the IP SLA orchestration configuration for Netskope integration. When enabled, IP SLA monitoring rules are automatically configured for Netskope tunnels to track connectivity health. This endpoint performs an upsert operation - creating new settings if none exist, or updating existing settings.

IP SLA setting configuration object containing the orchestration toggle. The setting controls automatic IP SLA rule management for Netskope tunnel monitoring.
