Sets the pause state of ClearPass Policy Manager orchestration. When pausing (paused=true), all ClearPass accounts are marked as paused and event processing stops. When resuming (paused=false), a full sync is triggered via setAllNeedService() to refresh all configurations and ensure synchronization.
