Update overlay manager properties

Updates overlay orchestration properties including tunnel settings, polling intervals, and IPsec configuration. Requires READ_WRITE role. After update, all appliances are queued for orchestration. When overwriteExistingTunnels is true, tunnel settings per WAN label are validated unless isOrchestratorSetting=true.
