Create or update Zscaler ZEN override configuration

Configures custom Zscaler ZEN (Zscaler Enforcement Node) override IP addresses for a specific appliance and WAN interface label. Both primary (ip1) and secondary (ip2) IPv4 addresses are required and must be different. If a configuration already exists for the specified appliance and label, it will be updated. Requires READ_WRITE permission.
