Save Netskope interface configuration and tunnel settings

Saves the Netskope interface configuration to the GMS config cache. This endpoint configures the interface label ordering for Netskope tunnel priorities (primary, backup, secondary) and default IPsec/GRE tunnel settings. Changes are logged to the system action log. Requires READ_WRITE role authorization.
