Get traceroute state for a physical tunnel

Retrieves the current traceroute state for a specified physical tunnel. The traceroute state includes hop information, latency metrics, and path diagnostics between tunnel endpoints. Uses a fallback mechanism to retrieve state via tunnel state API if the dedicated traceroute API is unavailable.
