Get SYN cookie IP reputation time series statistics

Retrieves SYN cookie IP reputation time series statistics for a specified appliance within a given time range. Returns counts of trusted, untrusted, and unverified IP addresses over time. Used for security analytics and DDoS protection monitoring.
