Retrieve custom appliance tags

Gets all user-defined custom tag entries for a specific appliance. Each appliance supports up to 8 custom tags with unique name-value pairs. Data can be retrieved from cache (default) or directly from the appliance.

Network Element Primary Key - unique appliance identifier assigned by Orchestrator. Format: '.NE' (e.g., '0.NE', '10.NE').

Defaults to true

Controls data source. When true or omitted, returns cached data from Orchestrator database. When false, fetches fresh data directly from the appliance and updates the cache.
