Create or update Netskope service edge POP override

Saves a custom Netskope service edge POP override for a specific appliance WAN interface. Validates that both pop1 and pop2 are valid IPv4 addresses or FQDN domains matching pattern '^((?!-)[A-Za-z0-9-]{1,63}(?<!-).)+[A-Za-z]{2,6}$'. The addresses must be different to ensure failover capability. Creates new entry if none exists, otherwise updates existing configuration.
