Retrieves the list of SMTP configuration resource keys from the gmsConfig database. Used to verify that the SMTP configuration upgrader (SmtpConfigUpgrader) completed successfully. After successful upgrade, this endpoint should return an empty list indicating all SMTP configurations were migrated.
