Triggers immediate consolidation (merge) of all service groups stored in the database. This operation flattens nested service group references, resolves group dependencies, and updates the flattened representation used by the system. The merge process compares timestamps to determine if changes exist since the last merge. If no changes are detected, the operation completes without modification.
