Save Zscaler IPSec/GRE tunnel settings per WAN interface label

Saves or updates IPSec/GRE tunnel configuration for Zscaler Internet Access (ZIA) integration. Settings are stored per WAN interface label ID and applied during orchestration. Changing tunnel mode (e.g., ipsec to gre) triggers re-orchestration of affected appliances.
